Stent Price Cap in India: What the Law Says You Should Pay

These are maximum prices. A hospital may charge less. It cannot charge more. If your bill shows a stent price above these numbers, it is a violation of law — not a billing error, not a grey area.

Stent price cap history vs. a documented violation

Documented stent violations

Regulators have caught hospitals charging 3–4× the legal stent cap. These are not allegations — each case ended in a demand notice, an FIR, or an arrest.

1. Metro Heart Institute, Faridabad (2017)

The first-ever NPPA demand notice for stent overcharging. One patient was billed ₹1,25,000 for a Xience Xpedition DES stent — the cap was ₹29,600. Another paid ₹60,000 for an Endeavour Sprint. NPPA demanded ₹1,26,547 in recovery. (Business Standard and The Wire, 3 August 2017)

2. Khyati Hospital, Ahmedabad (2024)

A health camp in Borisana village, Mehsana. Nineteen villagers brought in. Seven got angioplasty. Nine people died. Investigation concluded the procedures were unnecessary. The cardiologist was arrested — charges include culpable homicide, forgery, and PM-JAY fraud. The CEO and four others followed. (Times of India, 15 Nov 2024; Indian Express, 16 Nov 2024)

3. RML Hospital, Delhi (2024)

CBI arrested two senior cardiologists for taking bribes from stent suppliers — promoting specific brands on patients in exchange for money. Nine arrests total, charged under the Prevention of Corruption Act. (Times of India, 9 May 2024; Hindustan Times, 8 May 2024)

The "cap offset" tactic

After NPPA capped stent prices in 2017, some hospitals found a workaround: bring the stent line down to the legal limit, then inflate everything around it — implantation charges, catheter fees, extra ICU days.

So checking the stent price alone is not enough. Look at the full cardiac cost — stent + implantation + catheter + ICU — and compare the total against CGHS rates for the procedure category. The CGHS rates guide explains how to find the benchmark.

What to check on your angioplasty bill

1. The stent must be named. Your bill should show the exact device with brand, model, and batch number. If the stent is not identified, ask in writing for this information.
2. Price must not exceed the NPPA ceiling. Compare the stent line item against the current ceiling prices above. Include GST (5%) when comparing — a DES billed at ₹41,145 incl. GST is within the cap.
3. Check implantation charges separately. If the stent price is at the cap but "implantation charges" are unusually high (above ₹30,000 on their own), compare the total procedure cost againstangioplasty benchmarks.
4. PM-JAY patients: zero cash is allowed. If the procedure was under Ayushman Bharat, you should pay nothing. Any cash demand is illegal. (Source: PM-JAY cashless mandate)
5. Request the implant card. After stent placement, the hospital should give you a card with the device details. If this was not provided, ask for it — it is evidence of what was actually implanted.

What to do if your stent bill exceeds the cap

1. Document the charge. Note the stent line item, the amount billed, and the current NPPA ceiling. Keep the bill and implant card.
2. Write to the hospital. State the NPPA ceiling, the amount charged, and request a refund of the difference. Use the NPPA overcharge complaint template.
3. Complain to NPPA. File at [email protected] or via the NPPA helpline. NPPA can order the hospital to refund the excess with interest.
